Who licenses venues in Hull?

Hull City Council. Its Statement of Licensing Policy for 2025 to 2029, published in January 2025, sets out what it expects from applicants. Premises licences and temporary event notices both go through the council’s licensing team.

Does Hull have a cumulative impact area?

Yes, but it’s narrow. It was first assessed in 2018 at Humberside Police’s request and covers the area bounded by Spring Bank, Princes Avenue, Newland Avenue, Cottingham Road and Beverley Road.

It only applies to off-licences and takeaways licensed to sell alcohol. A bar on Princes Avenue isn’t caught by it, but the rest of the licensing policy still applies.

Where does Hull go out?

The University of Hull calls Newland Avenue and Princes Avenue the city’s student quarter. Its picks for nights out include venues on Humber Street and Princes Avenue.

What are Hull’s busy dates?

  • Match days at the MKM Stadium, home to Hull City and Hull FC, and at Sewell Group Craven Park for Hull KR.
  • Hull Fair on Walton Street every October. In 2026 it runs from 9 to 17 October.
  • Gigs at Connexin Live, the council-owned arena on Myton Street, which holds up to 4,000 people.
  • Freedom Festival, the arts festival that fills city-centre spots such as Queen Victoria Square, Princes Dock Street and Humber Street. Check its dates each year.
  • Term time at the University of Hull.

What is the Safer Entertainment Zone?

Hull’s 2025 Public Spaces Protection Order, in force from 21 March 2025 for three years, bans drinking alcohol or carrying an open container of it in the public spaces it covers, including the city centre. Licensed premises are exempt. Inside the city centre’s Safer Entertainment Zone, anyone asked to leave for anti-social behaviour must stay away for 48 hours.

Hull City Centre Pubwatch, launched in November 2023, links licensed premises in HU1 with Safer Hull, HullBID and the City of Hull Street Angels.
